PROCUREMENT IN PROJECT MANAGEMENT: A COLLABORATIVE PERSPECTIVE
The procurement function is nowadays gaining prominence following the global recession, with innovative approaches contributing to the strategic development of the organization. On the other hand, the role of procurement in the project environment has been fairly under-researched. The following paper is an investigation of procurement practices in the context of project management, in particular the strategic procurement practice of collaboration and partnering. Research into this field in the context of project management field is limited. This paper attempts to provide an insight into the influence of partnering practices within the project setting, in addition to exploring the potential of earlier supplier involvement in projects.

Paper aims This study aims to identify the key aspects of procurement in the Project Management context and their relation to project success. Particularly, the effects of selection criteria, supplier integration and the dynamics of acquisitions are investigated. Originality This study contributes to the literature by analysing in depth a large sample of articles that deal with procurement in the Project Management context. This study also presents implications for practice by exploring how procurement management affects project success. Research method The methodological approach is a systematic literature review, combining bibliometrics and content analysis. Main findings The results show that academic literature focuses on the dynamics of acquisitions, lacking studies on the spectrum of supplier integration and supplier selection criteria. A strong relationship between the dynamics of acquisitions and project success dimensions could be established. Several insights into this relationship can be pointed out, as the effect of synergy with suppliers on the success dimension related to impact on the team. Implications for theory and practice The study contributes by identifying the relationship between the selection criteria, levels of supplier integration and dynamics of acquisitions with project success. Possible research gaps and trends are presented for future research.

This paper aims at increasing the understanding of construction partnering and relationships in projectmarketing by analyzing the impact of previous relationships among project stakeholders on the choice of partnering and of partners. Based on a conceptual framework combining the insights of the Industrial Network Approach with the model of project co-development proposed by Crespin-Mazet and Ghauri (2007), the paper analyzes a focal partnering project and its connections to other projects. It concludes that the context of the relationships seems to influence the customer's selection of partnering and partners. The paper's contributions address the relative importance of the project's functional challenge and relational congruence in the project network on the customer's procurement choice. For a first partnering agreement, this choice seems primarily influenced by the project's functional challenge while the subsequent choice of partners relies on high relational congruence. Once a positive experience of project partnering gained, the customer's choice seems primarily influenced by the relational congruence in the project network so as to harvest previous investments (resource adaptations) made in their relationshipwith a given partner. The paper highlights several contributions to the construction partnering literature and project marketing literature.

The word "success" is liked by all; no wonder it means a favorable termination of endeavors. In construction industry too, it holds high place; where any project either big or small is started with hopes for success; which has been achieved but also failed many a times. Selection of right procurement strategy is vital in construction industry as it highly determines the end result of the project, whether it would be declared a success or a failure. Right selection of procurement is a combined effort of client's clear brief and the delivery from the consultants and contractors. This report is an assessment of procurement options and important factors leading to selection of recommended procurement strategy for Robbington Leisure plc's racecourse project at Hamchester. This report deals with appropriate Client's objectives for the project. It briefly introduces the project and also gives small insight on British Race Course Authority. Work schedule as per Client and need for project is also highlighted in this part. Talking about Client's objectives, it focuses on primary parameters such as Cost, Time and Quality along with factors like Risk and Responsibilities, Sustainability and future Relationship interest. This report describes and evaluates different procurement methods. It deals with different procurement method, namely traditional method, design and build method, management system and partnering and how it fares on the important Cost, Time and Quality factor. It also illustrates the major advantages and disadvantages of each mentioned procurement strategy. Also it is about selected procurement strategy and the justification on the selection for the same. Since Strategic Partnering is recommended procurement strategy given in this report, it clearly identifies the objectives of the clients and how the given strategy can achieve it with win-win situation to all the stakeholders involved, and also importance of risk sharing in the process of Strategic Partnering.

Clarification of what partnering is and its practical implications may help the construction industry to achieve the full benefits of this concept. The purpose of this study is to shed more light on how the partnering concept as practiced in real-life projects compares with the way partnering is described in the literature by exploring the hard (formal/contractual) elements of this concept. By this, we aim to identify discrepancies between theory and practice and help clear up the confusion that results from conflicting definitions of partnering. This investigation is based on a literature study and 39 interviews with respondents from 44 construction projects classified as partnering projects. Findings reveal that the discrepancies between theory and practice are remarkable: either the practitioners have misunderstood what partnering entails or the minimum requirements are too stringent and do not reflect the real-life use of the concept. Observation from case projects shows that no partnering hard element is applied in all studied projects. Partnering projects may share the partnering label, but use different sets of hard elements. Partnering can be identified as being present through a range of features, characteristics and interaction behaviors. This concept should be studied as an enacting strategy that can be adopted by various contract models rather than simply as an alternative contract form.

Although partnering is one of the preferred methods of project delivery to address adversarial behavior, there is still a lack of a thorough and descriptive definition over this concept. Certain requirements must be met if we want to classify a project in the partnering cluster. Therefore, the purpose of this paper is to break down partnering into a list of tangible elements. In order to do that, we formulated the following research question: What is Partnering in construction industry? A comprehensive literature study was carried out to identify a theoretical list of elements used in partnering projects. Data from 26 partnering projects within Norwegian construction environment was collected during face-to-face semi-structured interviews conducted with key actors in the construction industry. Collected data utilized with findings from literature to develop a definition of partnering. Partnering is defined as a collaborative procurement form, focusing on integration of the project design and delivery by weighting collaboration and coordination between involved parties. In this paper, partnering is broken down to elements such as: value based procurement, compensation form based on open books, dispute resolution method, start-up workshops, joint objectives, follow-up workshops and early involvement of contractor etc. One or preferably more of these elements should be obtained in order to tag the project with partnering. By adding more elements, the purity of partnering would increase toward full collaborative environment.

Project Alliancing is a relatively new and unproven method of procurement in the Australian Construction Industry. It has primarily developed in order to counteract the affects of globalisation and rising disputation and because of its ability to reduce risk and increase overall project success. Alliancing is a relationship-based procurement method, selecting alliance participants based on a soft dollar evaluation rather than traditional tender price evaluation. Performance is motivated by commercial incentives based on key performance indicators (KPI’s) that aim to go beyond ‘business as usual’ targets. An important element of Alliancing is the team culture that focuses on an open book and no blame relationship. This study validates a commonly found assumption concerning procurement business partnering in an organization and recommends management actions that could enhance the procurement function. The assumption is that there are critical challenges pertaining to control over resources and decision-making that constrain procurement business partners in enhancing their respective performances within the organization. This assumption is validated through a thematic analysis resulting to five critical challenges. Each critical challenge is then subjected to a transformative redefinition that, in turn, leads to certain recommended solutions.
