How to Sign an Assignment of Title by a Registered Owner

When you're ready to sell a car, sign the Assignment of Title by Registered Owner to get the buyer on his way to transferring the title into his name. Most states require the Assignment of Title -- which can be found on the back of your personal title -- as proof that the sale is legitimate. How to Transfer a Title

Anytime there’s a change to a vehicle or vessel’s registered owner or lienholder, that change must be updated in DMV’s records within 10 days and the California Certificate of Title must be transferred to the new owner.

A change in ownership is usually due to:

• Sale, gift, or donation
• Adding or deleting the name of an owner
• Inheritance
• Satisfaction of lien (full payment of car loan)

To transfer a title, you will need:

• Either the California Certificate of Title or an Application for Replacement or Transfer of Title (REG 227) (if the title is missing). 
• The signature(s) of seller(s) and lienholder (if any).
• The signature(s) of buyer(s).
• A transfer fee .

When you’re buying a new car or a used car from a dealership, the dealer will handle the paperwork and you’ll receive your title from DMV in the mail.

When vehicle ownership is transferred between two private parties, it’s up to them to transfer the title. If you have the California Certificate of Title for the vehicle , the seller signs the title to release ownership of the vehicle. The buyer should then bring the signed title to a DMV office to apply for transfer of ownership. 

If you don’t have the California Certificate of Title , you need to use an Application for Replacement or Transfer of Title (REG 227) to transfer ownership. The lienholder’s release, if any, must be notarized. The buyer should then bring the completed form to a DMV office and we will issue a new registration and title.

Make sure you have all signatures on the proper lines to avoid delays.

Other Steps for the Seller When Vehicle Ownership is Transferred

• 10 years old or older.
• Commercial with a GVW or CGW of more than 16,000 pounds.
• New and being transferred prior to its first retail sale by a dealer.
• Complete a Notice of Transfer and Release of Liability (NRL) within 5 days of releasing ownership and keep a copy for your records.

Once the seller gives the buyer all required documentation and DMV receives the completed NRL, the seller’s part of the transaction is complete.

*If the vehicle has been sold more than once with the same title, a REG 262 is required from each seller.

Other Steps for the Buyer When Vehicle Ownership is Transferred

• Current registered owner(s), how names are joined (“and/or”), and lienholder/legal owner (if any).
• License plate number, vehicle identification number (VIN), make, model, year, and registration expiration date.
• Title brands (if any).
• Words “Nontransferable/No California Title Issued,” indicating a California title was not issued and a REG 227 cannot be used (see FAQs).
• Get a smog inspection (if applicable).

Once the buyer has provided the DMV with all the proper documents and fees, the vehicle record is updated to reflect the change of ownership and a registration card is issued.

A new title is issued from DMV headquarters within 60 calendar days.

To transfer a vehicle between family members, submit the following:

• The California Certificate of Title properly signed or endorsed on line 1 by the registered owner(s) shown on the title. Complete the new owner information on the back of the title and sign it.
• A Statement of Facts (REG 256) for use tax and smog exemption (if applicable).
• Odometer disclosure for vehicles less than 10 years old.
• Transfer fee .

You may transfer a vehicle from an individual to the estate of that individual without signatures on the Certificate of Title.

Submit the following:

• The California Certificate of Title. On the back of the title, the new owner section must show “Estate of (name of individual)” and their address. Any legal owner/lienholder named on the front of the title must be re-entered on the back of the title.
• A Statement of Facts (REG 256) confirming the owner is deceased and Letters Testamentary have not been issued. The person completing the statement must indicate their relationship to the deceased.

Use tax and a smog certification are not required.

Vehicle ownership can be transferred to a deceased owner’s heir 40 days after the owner’s death, as long as the value of the deceased’s property in California does not exceed:

• $150,000 if the deceased died before 1/1/20.
• $166,250 if the deceased died on or after 1/1/20.

If the heir will be the new owner, submit the following to a DMV office:

• The California Certificate of Title. The heir must sign the deceased registered owner’s name and countersign on line 1. The heir should complete and sign the back of the title.
• Affidavit for Transfer without Probate (REG 5) , completed and signed by the heir.
• An original or certified copy of the death certificate of all deceased owners.

If the heir prefers to sell the vehicle, the buyer also needs (in addition to the items above):

• Bill of Sale (REG 135) from the heir to the buyer.
• Transfer fee (two transfer fees are due in this case).

To transfer vessel ownership, submit the following:

• The California Certificate of Ownership. The registered owner signs line 1. The legal owner/lienholder (if any) signs line 2. Complete the new owner information on the back of the certificate and sign it.
• Bill(s) of sale, if needed to establish a complete chain of ownership.
• A Vessel Registration Fee .
• Use tax based on the tax rate percentage for your county of residence.

After you sell a vessel, complete a Notice of Transfer and Release of Liability (NRL) within five days of releasing ownership and keep a copy for your records.

How to Update or Change a Title

Because a California Certificate of Title is a legal document, it is important to keep it accurate and up-to-date. Here’s how you can update or change a title. 

Order a Replacement California Certificate of Title

You must order a replacement California Certificate of Title when the original is lost, stolen, damaged, illegible, or not received. 

To order a replacement title, submit the following:

• Application for Replacement or Transfer of Title (REG 227) .
• The original title (if you have it).
• California photo driver license (if submitting form in person).
• Replacement title fee .
• If another replacement title was issued in the past 90 days, a Verification of Vehicle (REG 31) completed by the California Highway Patrol (CHP). This requirement only applies if the registered owner’s name or address doesn’t match DMV records*.

If you’re submitting your form to a DMV office, we recommend you make an appointment so you can avoid any lines. 

You’ll receive your title by mail 15-30 calendar days from the date you submit the replacement title application.

*If you’re applying for a replacement title and the registered owner’s name or address doesn’t match DMV records (except for obvious typographical errors), you must submit your application in person with proof of ownership (e.g. registration card) and an acceptable photo ID (e.g. driver’s license/ID card).

Change or Correct a Name on a Title

Your true full name must appear on your vehicle or vessel California Certificate of Title and registration card. If your name is misspelled, changes (e.g as a result of marriage or divorce), or is legally changed, you need to correct your name on your title.

To change or correct your name, submit:

• California Certificate of Title with your correct name printed or typed in the “New Registered Owner” section
• A completed Name Statement in Section F of the Statement of Facts (REG 256) .

How to fill out a title when selling a car.

Your car’s title establishes legal ownership over the vehicle, making it one of the most important documents associated with your vehicle. When you’re buying or selling a car in a private sale, the title information must be filled in correctly to transfer ownership from the seller to the buyer. Mistakes could cause lengthy delays with your state’s Department of Motor Vehicles (DMV), which could possibly impact the sale. Let’s learn more about how to fill out a title when selling a car so you can hopefully avoid that happening to you.

How to sign over a car title

When you’re selling your car, you’ll need to release your ownership of the vehicle by signing over the title. In a private sale (instead of a sale to a dealership or retailer), the buyer will then take it to a local DMV to register the vehicle under their name. If the buyer is from another state , they may have to first obtain a temporary registration from the seller’s state before ultimately registering the vehicle with their home state’s DMV. Here are a few other steps to consider when signing over a car title:

Check on and resolve any liens

Most car owners have to take out a loan to purchase their car. If those loans are not paid off, these cars are subject to a lien — a legal claim to the vehicle held by the lender in case the owner doesn’t make their payments.

To help facilitate a smooth sale for cars with liens, it can be helpful to contact your lender as soon as you can to see how to proceed. In most cases, the loan will need to be paid off (possibly with cash generated from the private sale) before the title is clear to hand off to the new owner.

Write a bill of sale

Along with the title, you’ll also need to create a bill of sale, with the seller and buyer each receiving a copy for their records. The DMV may also wish to see this depending on your state’s regulations. A bill of sale typically includes the amount paid, date of transaction and signatures of both parties.

Sign the right names in the right places

This may seem like kind of an obvious tip, but it’s important to make sure you sign the right name. If you had a name change for any reason (for instance, because of a marriage) since the title was issued, you’ll need to sign with the original name used on the title.

Additionally, titles often feature multiple blank lines for signatures. Placing your signature on the wrong line could stall the process at the DMV. Depending on your state, you may be required to file a correction form or possibly even a new title altogether.

There are a few other details of the process that you may want to look out for as well:

Check on state-specific DMV regulations

DMV regulations and requirements for title transfers can vary significantly from state to state. Some states require a bill of sale to be presented, while others require an inspection of the car. It can be helpful to check on specific local requirements with your state’s DMV prior to proceeding with a sale.

Using the right color of ink

This may seem a little antiquated in the digital age, but the choice of ink you use can also be important. Black or blue ink is preferred, as these hold up better over time. Blue ink has the added advantage of making it easier to identify originals vs. photocopies.

While we’re on the subject of ink, if you happen to make a mistake somewhere, it’s imperative that you don’t use correction fluid or tape to cover it. This could result in your title becoming void. Contact the DMV instead to find out how to proceed.

How to sign a title with two owners

Sometimes a car has more than one owner listed on the title. In these cases, signing over a car title may or may not require each owner’s signature, depending on how the two names are separated on the document. If the owners are listed with an “and” (for example, Jack and Jill), both signatures may be needed. If the owners are listed with an “or” (Jack or Jill), then either owner’s signature may suffice. However, states may have their own rules on the signatures of multiple car owners. It may be helpful to check with your local DMV on this detail.

Steps for buyers

Although signing over a car title is largely carried out by the seller, there are some things prospective buyers can do on their end to help facilitate a smooth sale.

Verify the vehicle identification number (VIN)

The car’s VIN (often located on the driver’s side windshield) must match the one listed on the title. If it doesn’t, you may have trouble trying to register the car in your name.

Double-check the odometer reading

Federal law requires car sellers to write the cumulative mileage registered on the odometer on the title when transferring ownership. If the odometer reading is inaccurate, the seller must indicate this discrepancy, either on the title or on a disclosure form. An odometer that doesn’t match the true mileage of the car could indicate the vehicle has been tampered with and may be a red flag.

One of the major advantages of buying from a dealership or online retailer , rather than a private seller, is that they often will help fill out the paperwork on your behalf. This may include title transfers and DMV registration.

A car title is a document that proves who owns a vehicle. When you sell your car , the title must be legally transferred to the new owner so that person can complete the registration process.

Beyond indicating who owns the car, the title also includes the vehicle identification number, the mileage at the time of sale and what type of car it is.

How car title transfer works

Transferring a car title consists of three steps, one for the seller, one for the buyer and one for the state.

The seller has to release ownership of the car by signing the title. 

The buyer takes the signed title to the state office that handles car titles, often called the department of motor vehicles, or DMV. Some states might require additional paperwork to complete the process, such as a bill of sale or a transfer of ownership form.

Your state DMV issues a new registration and title. 

A car’s title is sometimes called the “pink slip,” though it could be any color, really. Regardless of its color, the title is always issued by your state’s department of motor vehicles.

Differences between dealer and private-party sales

When you're buying a new car , a dealer handles the paperwork and you usually receive the vehicle title from your state’s DMV in the mail. But when private parties buy or sell cars, it’s up to them to transfer the title.

States may require the seller to provide basic information about the car, such as the odometer reading and the sales price, which is used to calculate the sales tax .

Before signing the title, check with your state’s DMV to find the proper line on which to sign and how to supply the correct information.

Whose name is listed?

For the seller, the first step is to look at how your name is listed on the car’s title. If your name alone is printed on the title, this means you are the only owner and can easily transfer ownership.

If, however, there’s also a bank or lender’s name on the title (referred to as a “lienholder”), this means you have an auto loan that has to be settled before you can sell. This complicates things, but it’s still possible to sell your car. Call your lender and ask how to sell a car that has a loan and how the transaction should be handled.

In many cases, a car is owned jointly by two people, such as a husband and wife. In this case, there are two ways the vehicle title can be written. The two names might have an “and” or an “or” between them. Generally, “and” means both parties have to sign the title to release ownership; “or” means either person can sign the title.

Avoid delays

Visit your state’s DMV website before you sell your car to see what documents are required, where to sign the title and how to handle multiple owners. Find your DMV website here:

If you make a mistake, such as signing on the wrong line, or if you try to erase something from the title, it will slow the process. Either you’ll need to file a second form, stating you made a mistake, or you might have to apply for a new title from the DMV before the sale can be concluded.

Buyer’s next steps

After the title is properly signed by the seller, the buyer must register the car in the new owner's name. In some states, the application for a new title and registration is on the back of the old title. In other cases, you might have to download a transfer of ownership form from your state’s DMV website.

Usually, a temporary registration is issued as soon as the title and proper forms have been presented to the DMV. A new title, in the new owner’s name, will be mailed later.

Miedema was a prodigy. She was offered her first professional contract at 14 years of age. Her full senior debut came less than a year later, playing for Heerenveen, in a campaign where she scored 10 goals despite finishing bottom of the Vrouwen Eredivisie.

And yet, despite such historic award and acclaim, this season feels like a pivotal one in the plight of a player who has spoken candidly about losing her love for football during an arduous road to recovery from two knee surgeries. Admittedly her struggle to reach the same heights is steeper than most.

The 28-year-old started just eight league games over the past two WSL seasons, before leaving the Gunners on a free transfer. The move to a direct WSL rival - she turned down approaches from abroad to stay in England - may have left a bitter taste in the mouth of those that once adored her in red and white, but Miedema insists she's found "a new appreciation for football". And that she was intent on avoiding the "easy option".

Perhaps inevitably, then, City begin their campaign to win a first WSL title in nine years at the Emirates against Arsenal this weekend, live on Sky Sports. Ironic and intriguing.

The most fascinating aspect of this meeting, at this specific juncture, is how little we have seen of Miedema in her new surroundings and therefore how little Arsenal will know of her movements. Timing places the ball in City's court.

For Miedema, though, there exists a sense of renewal. The license to explore a blank canvass was - reading between the lines - the main motivator. A fresh start, under the guidance of a coach in Gareth Taylor that has a deep appreciation of many of her greatest strengths.

"She's a box of frogs at times," Taylor told Sky Sports recently. "She can be a challenge, but what you do have is a highly talented player who still has the best years in front of her. She creates things from nothing and we all know about her scoring ability. She's one of those players that coaches in the game admire."

What this move does for City, above all else, is offer versatility. Miedema's intelligence and exceptional reading of the game means she can operate as the central striker, or inside forward, or false 9, or deeper 10, or pitch invader with the freedom to do what she wants. What matters most is she can create, in different ways, from all of those positions. And that's before you add Bunny Shaw to the equation.

Only two players have averaged five plus shots per 90 since Shaw's City debut in 2021 - Shaw herself, and new strike partner Miedema (5.3).

"The link up between her and Bunny is so dangerous, I see it in training," goalkeeper Khiara Keating revealed in an exclusive chat with Sky Sports during pre-season. "We're all looking forward to seeing that in the league. They will score so many goals, and that'll equal happy days." For Manchester City, perhaps.

The remainder of WSL clubs - those without the embarrassment of riches City now boast - will presumably be less enthusiastic about the prospect of the division's all-time leading scorer playing alongside last season's Golden Boot winner. A partnership with devastating potential.

And the reality is, within City's ultra-fluid attack-heavy structure, nothing needed reinventing. Lauren Hemp and Chloe Kelly will continue to be the two deadliest wingers in the league. Jess Park and Yui Hasegawa will continue to grow in prominence and effectiveness, dictating games from midfield. And Shaw will bag loads more goals.

Where Miedema fits in that system is something Taylor will have to determine, without the process being too contrived. City's established 4-3-3 does not necessarily lend itself to the addition of a forward whose best work is in the pockets of space behind a central striker. And the return of Jill Roord from injury poses a dilemma, too, albeit a nice one.

Miedema's emergence will certainly provide fresh perspective. A new way to close the gap on champions Chelsea, who snatched the WSL crown from City's grasp last season by virtue of goal difference. Second place is simply no longer good enough. City must go for the kill.

Luckily, this summer, they've acquired one of the most deadly around.

If you are buying or selling a vehicle, you will need to pass ownership of the vehicle by filling out the title transfer. The rules vary from state to state, so it's important to find out the specific paperwork and regulations in your area before moving forward with the sale. In general, however, the steps are essentially the same.

Filling Out a Car Title as a Buyer

• Verify the buyer and seller’s names, the sale date, and VIN number are correct.
• Check the odometer of the car to ensure the mileage on the title is accurate.

Selling a Vehicle

• Your DMV should have an application you can complete for requesting a duplicate title. The application or form might be available online.
• You might not have the title because you haven’t paid off your car loan. In that situation, you need to work with your lender to pay off your loan before you will receive the title. Once paid, you can submit a lien clearance letter or other release form to the DMV to get the lien removed. [2] X Research source
• If the car has a lien, then the duplicate will probably be sent to the lienholder, so it is best to take care of the lien before making the sale.

Buying a Vehicle

• Most liens are held by the bank that gave the seller their car loan. The car is used as collateral for the loan. In that situation, the bank probably has held onto the title and the only way the seller can get the title is to pay off the lien.
• However, a seller could have other liens on the car. Accordingly, don’t assume that there are no liens on the car simply because the seller has title. For example, a child support lien might have been placed on the car. Alternately, a mechanic could get a lien on the car for unpaid repairs. • If you have the VIN, you can check for liens by visiting your local DMV or checking their website to see if it has a title check feature. If your DMV's website does have a title check feature, you can enter the VIN to see the title and lien information for the car. This is a critical step, so don’t neglect it.

Title: tcdformer-based momentum transfer model for long-term sports prediction.

Abstract: Accurate sports prediction is a crucial skill for professional coaches, which can assist in developing effective training strategies and scientific competition tactics. Traditional methods often use complex mathematical statistical techniques to boost predictability, but this often is limited by dataset scale and has difficulty handling long-term predictions with variable distributions, notably underperforming when predicting point-set-game multi-level matches. To deal with this challenge, this paper proposes TM2, a TCDformer-based Momentum Transfer Model for long-term sports prediction, which encompasses a momentum encoding module and a prediction module based on momentum transfer. TM2 initially encodes momentum in large-scale unstructured time series using the local linear scaling approximation (LLSA) module. Then it decomposes the reconstructed time series with momentum transfer into trend and seasonal components. The final prediction results are derived from the additive combination of a multilayer perceptron (MLP) for predicting trend components and wavelet attention mechanisms for seasonal components. Comprehensive experimental results show that on the 2023 Wimbledon men's tournament datasets, TM2 significantly surpasses existing sports prediction models in terms of performance, reducing MSE by 61.64% and MAE by 63.64%.

Vehicle title transfer is shared among family members, friends, and organizations.  The title transfer process  resembles the private sale process, so it would be as if one sold the car to another private party. It also protects the original owner from potential future liabilities. The person listed as the vehicle's registered owner is legally responsible. That entails any criminal activity, including accidents,  car theft , and liabilities that may occur from using the vehicle. One can also transfer the title of a vehicle with an  auto loan , but it would be essential to contact the lender to discuss the process and the costs of vehicle transfer, along with registration, which can vary depending on the state of residence. However, taxes can be exempt during the transaction, especially if the car is given as a gift.

Vehicle title transfers within the same state are fairly straightforward. Both parties have to follow the required steps to ensure  car titles  have been transferred appropriately. Some of the documents and fees can vary according to the state. Applicants will present the following forms to the local DMV or online if the state has a designated portal.

• Original title certificate with the  Assignment of Title By Owner , section completed with required information on both the buyer and seller.
• Government-issued photo, identification and proof of insurance
• Odometer statement if the title does not have space for vehicle mileage
• Bill of sale and a price certificate for vehicles over five years old.
• Vehicle safety inspection  for emissions and  VIN checks
• Lien release forms if the buyer is taking over a  lien on the vehicle

Fees to transfer a car title to a family member range between  $15 and $100 , depending on the state of residence. Additional fees may be charged, so visiting the local DMV website or appearing in person to learn about the costs of transferring a title would be advisable. The buyer will also have to pay registration fees, which vary similarly depending on the vehicle weight and the state of registration. Vehicle taxes do not usually apply as well to transfers to family members. This is because they have been marked as gifts in the title transfer section. The  sales tax  would apply to the location where the vehicle was originally purchased.  

Ideally, vehicle title transfers are done within the same state because both buyer and seller follow the same rules and regulations. However, when the buyer is out of state, there are a few more processes to go through. The first thing to do is to get a vehicle emissions test done. Most states require their cars to be emissions-compliant to pass registration requirements. This would also be required during  registration renewal . Depending on the state, the requester will also be required to facilitate  VIN inspections . The goal is to ensure the vehicle is not involved in any criminal activity.

In most cases, the persons involved in the vehicle title transfer must be at the DMV or appropriate state authority. They will present the following documentation.

• Identification of the person on the title
• Proof of insurance in the new state
• Driver’s license
• Current registration
• Completed VIN inspections
• Proof of lien  

Parties may give a vehicle to spouses, parents, stepparents, in-laws, siblings, and children. If the vehicle is a gift, the recipient does not have to pay any  sales or use taxation in Michigan . That said, they will present the original title and abide by the following processes.

• All titled owners must sign when the title is transferred to a family member. Owners who cannot visit an office to sign the title can appoint a representative.
• The odometer disclosure statement should be accurately recorded on the title. Complete and submit the statement if space is marked absent on the title.
• If the car has a loan against it, provide the lien termination statement or the signed title from the financial institution that administered the loan. If the loan is active, a letter of authorization must be given with the title application.

The  vehicle ownership transfer fee is $15 , and interested parties must also pay $10-$15 for a license plate transfer. A late fee of $15 is charged if the title has not been successfully transferred to your family member within 15 days of the vehicle transfer. 

Transferring a car title to a family member is similar to selling it to a private citizen, except that ‘Gift’ is indicated on the purchase price on the bill of sale. In Massachusetts, parents, children, siblings, and spouses fall into the category of tax exemptions. As such, they will complete a  sales tax exemption form  and follow the same steps as would be the case  when buying from a private party .

• Complete and sign the  TTLREG100 form  for the Application for Registration and Title.
• Take the TTLREG100 application to the insurance agent for it to be signed and stamped.
• Acquire the title and check for specific information such as the seller's name and signature, date of sale, gift indication, and vehicle odometer reading.

If the title is being transferred to a surviving spouse, they have to fill out a  TTL103 form  to either transfer the vehicle into their name, remove the name of the deceased spouse, sell the car, or to give it away.

Transferring a car title to a family member in South Carolina requires requesters to visit their local DMV. The process is similar to transferring it to a private party during a sale, though the recipient will check the box indicating the transfer is a tax-exempt gift. The documents required for car ownership transfer in South Carolina include the following:

• Application for Certificate of Title and Registration for Motor Vehicle or Mobile Home
• Completed odometer reading statement
• Assigned Manufacturer Certificate of Origin
• Proof of state insurance cover

VIN verification is also required, especially if the vehicle is transferred from another state. In South Carolina, the fee for vehicle title transfer to a family member is a flat $15 for the service and a 5% road tax. 

Family members who get a vehicle as a present will still need to title and register it within ten days following the date of receipt. Parties will have to go to the local DMV with the required documentation, such as:

• Application for Replacement or Transfer of Title
• Lien Satisfied
• Notice of Transfer and Release of Liability
• Smog Certification
• Vehicle Emission System Statement
• Declaration of Gross Vehicle Weight
• Affidavit for Transfer without Probate
• Verification of Vehicle

If you get a vehicle of an inheritance, you need to submit an Affidavit for Transfer without a Probate. The family member title transfer fee in California is $15, while smog transfer fees are $8.

Transferring ownership of a car to a family member requires both parties to complete and sign the Assignment of Title section. Both parties will also be required to sign the  130-U form , which is present on the state website.

One will also have to fill out and sign the Gift Transfer 14-317 form, which can be printed on the website. The vehicle should be insured according to the recipient’s policy unless the recipient is a member of the gifter’s house. Applicants will also have to provide proof of identification and insurance.  Family member title transfer fees range from $28 to $33 . This transaction is subject to motor vehicle tax, while standard presumptive values apply. The $10 gift taxation is due when the vehicle is transferred between family members. 

Parties can apply for a title in person at the Maryland Department of Transportation Motor Vehicle Administration branch offices. The required paperwork may also be mailed to the MVA Glen Burnie office. Requesters must provide the following:

• The current Maryland title signed sections. That is Assignment of Ownership and Application for Title and Registration.
• Provide completed  Application for Maryland Gift Certification . This form identifies the relationships included within the state’s gifting statutes.
• Proof of the relationship between the giver and the receiver. This may entail marriage certificates, birth certificates, divorce decrees, or adoption certificates.
• Gift title transfer  form VR-299 . The form can only be issued when an aunt or uncle over 65 gives the vehicle to their niece or nephew.
• Liens are released if the current title indicates that a lien is present. Therefore, individuals must submit proof that the lien has been released. It may be a completed and signed Maryland Security Interest Filing or a signed letter from the lien holder identifying the vehicle.
• The  Maryland Safety Inspection certificate  is required to register the vehicle. An inspection is not mandatory when one receives the car from a family member or meets current registration regulations.  

To complete a title transfer to a family member in Virginia, the recipient of the vehicle will have to provide the following documentation to a local Virginia DMV office.

• The recipient must complete the Assignment of Title By Owner, including odometer readings and the Application for Certificate of Title and Registration.
• Affidavit of the vehicle purchase price
• Completed Purchaser Statement of tax exemptions for gifts between family members
• Proof of insurance
• Proof of Virginia residency
• Payment for title transfer fees

A family member title transfer and registration must be completed at the DMV on the same day but within 30 days of a gift exchange. 

The person gifting the vehicle to a family member must fill out the seller’s part of the transfer section on the back of the title. The recipient will also have to fill out the buyer’s part. Per Louisiana law, parties gifting vehicles must sign the title with two witnesses or a notary.

The section where it asks for the sales price should be filled out as a gift. In the state, though, one will have to do the following:

• Complete a Vehicle Application form to have the vehicle be-titled in the recipient's name
• Get a lien release form from the holder
• Complete an  odometer disclosure statement  if the vehicle is less than ten years old
• Complete and notarize  Act of Donation  of a Movable form.
• Register the vehicle according to the recipient's details.
• When the notice of transfer has been completed, remove the old license plates from the vehicle and return them to the Office of Motor Vehicles.   

When the vehicle’s ownership is transferred from one individual to another, the back of the title should also be completed and signed before transferral to the new owner. Some of the required documents include a signed  certificate of transfer of ownership , proof of insurance, and a completed motor vehicle examination form. This will be presented to the county treasurer along with the title transfer application. Vehicle Inspection Certificates will also be issued primarily if the car is from outside of the state. The registration fee can vary depending on the vehicle weight and model year. However, a  title transfer to a family member costs $10 in the state .

Transferring a vehicle title to a family member in Pennsylvania is the same, except paying attention to sales tax. In this state, vehicle owners must pay sales tax on the  vehicle's fair market value  up to 6%. There are, though, exemptions to the sales tax rule. The  form MV-4ST  for Certificate of Title is required for transfers.

Notary appointments must be made ahead of the vehicle title transfer to a family member. The buyer and seller must agree to a date and time and sign the title before the Pennsylvania notary public to complete the process. Odometer readings are also required to maintain transparency. 

Parties may also provide proof of vehicle ownership, insurance, and identity to the DMV. Ideally, both parties involved in gifting the vehicle should be present at the notary office with the required documentation.

In Florida, transferring a vehicle title to your family member is similar to transferring a regular car title, except the transfer is for gifts. So, parties will fill in the sale price section on the title to reflect $0 or write in the word ‘gift.’ The following documents are required in Florida title transfers.

• Application for Certificate of Title with/without registration  form 82040

Identification of the title as the giver needs to be present. If any of the parties cannot be present, form 82040 or the power of attorney has to be completed.

• Plate number for transferal  

Illinois residents have 30 days to transfer a title once the vehicle has been given. The process is similar to a typical vehicle transfer between private parties. Requesters must submit all the required documentation to the Illinois Secretary of State. The documents required include the following:

• An application for vehicle transaction VSD 190
• Mileage statement
• List of lienholders
• Owner's signature
• Applicable fees are required

The difference with the typical vehicle title transfer is that there are lower taxes. There is an additional $15 title transfer correction fee, which applies to family members. Gift documentation of $0 is also needed for family members. Family members can also be expedited. More flexibility is also required to retain family registration and plates.

Vehicle title transfers to someone’s name may be done for individuals who want to gift their family members. These transactions are without a bill of sale, considering no transactions were committed between the two parties. Most states require the individual parties to present the necessary documentation to the DMV or appropriate state agency. These include proof of identification, title transfer, and insurance documentation. Title transfer fees also apply depending on the parties’ state of residence. Depending on the state, these documents may be provided in person or not, but they will require power of attorney. These orders are typically expedited due to the simplistic nature of the vehicle transfer.

Man Utd news: Erik ten Hag launches transfer raid as he sends warning to Antony

Manchester United have endured a mixed start to the Premier League season, with boss Erik ten Hag already looking at January transfer targets despite a major summer recruitment drive

Following their Carabao Cup clash with Barnsley, Manchester United are now looking ahead to a weekend trip to Crystal Palace .

Two wins and two defeats have left the Red Devils slap bang in the middle of the Premier League table heading into Gameweek Five. After another major summer recruitment drive , boss Erik ten Hag is already looking to the next transfer window.

It appears that despite the signing of Manuel Ugarte , Ten Hag still wants to improve his midfield options. That news comes as the United boss warned Antony he will have to improve his training ground performances if he is to play this season.

The winger has barely featured so far this term, with Ten Hag now insisting other players have moved ahead of the flop. Here, Mirror Football rounds up all the latest Manchester United news.

United eye Goretzka move

Manchester United are lining up a move for Leon Goretzka, with the midfielder out of favour at Bayern Munich . The 29-year-old has played just five minutes of competitive football so far this season, attracting the attention of United.

They are understood to be monitoring his future, having previously expressed an interest in signing him. Bayern's sporting director Max Eberl has already admitted that Germany international Goretzka isn't happy sitting on the bench.

Eberl told Sky Germany: "We've said that when Leon is there and ready to face the situation, he'll be treated completely normally. Leon's a great guy. I like him a lot, even though he's obviously upset at the moment. I understand that too. But that's part of life in football."

Martial set for Athens move

Anthony Martial looks set to join AEK Athens in a record-breaking deal, having left United at the start of the summer. The striker left Old Trafford following the expiration of his contract and has been looking for a new club ever since.

Brazilian side Flamengo, Atalanta and Marseille have all shown an interest in signing the Frenchman. But AEK have offered him the most expensive contract in their history, which appears to have turned his head.

Martial is now expected to seal a move to the Greek capital, with AEK currently top of the Super League. If he does join AEK, he would link up with fellow former Premier League stars Erik Lamela and Roberto Pereyra.

Ten Hag sends Antony warning

United boss Erik ten Hag has warned Antony that he has slipped behind his rivals for a starting spot. The Brazilian has featured just once so far this term, as a late sub in the defeat to Brighton , and Ten Hag has warned him he needs to step up his game.

“He is fighting, fighting for his position. That’s what we expect from every player who is in the squad at Manchester United, what they should do. He has to bounce back and he has the abilities to do it," he said.

“I think the other players are doing so well, they’re contributing. We have Amad (Diallo), Garna (Alejandro Garnacho) – very effective. (Marcus) Rashford scoring at the weekend. So he has to earn the right in training but the others are doing really well, so he has to get over them.”
