HEC PhD Scholarships under Faculty Development Programme 2021-2022 Batch-III

Higher Education Commission (HEC) of Pakistan is inviting applications for HEC PhD scholarships, under Faculty Development Programme Batch-III , for the academic year 2021-2022. The scholarship can be availed by all Pakistani and AJK nationals. The Faculty members of all public and private sector universities are entitled to the project Faculty Development Programme for Pakistani Universities.

The HEC scholarships under Faculty Development Programme 2021-2022 provides an opportunity to faculty members of public and private universities/degree awarding institutions (DAIs) to pursue PhD degree at HEC recognized Pakistani Universities/DAIs.

The scholars can avail of scholarships for a maximum period of four years including 12 months at a foreign university.

Eligibility Criteria For Faculty Development Programme 2021-2022

• Applicants must be Pakistani/AJK nationals.
• Must have minimum 18 years of education with MS/MPhil equivalent degree for PhD.
• Must have two years of teaching experience in the HEC recognised universities/DAIs.
• Must have the First Division (in the annual examination system) or minimum CGPA 3.00 out of 4.00 in the final degree and no third division/Grade D in the entire academic career.
• Maximum age limit is 45 years on the closing date.
• The faculty members who are already enrolled in PhD (before Fall 2020) or availing HEC/Government/University or any other scholarship are not eligible to apply.
• Applicant must be a faculty member of HEC recognised university and will re-join after completiion of studies as per terms and conditions of the scholarship award.
• Visiting/adjunct faculty members are ot eligible to apply.

Application Procedure – How to Apply

• Applicants must apply online only through the HEC e-portal – APPLY ONLINE
• An original deposit slip/ ATM transfer slip of Rs. 500/- (non-refundable as processing fee) must be uploaded on the HEC eportal.
• Fee can be deposited through any bank in Account Number 1742-79001334-01 of Habib Bank Limited, Shalimar Branch, Sector H-9, Islamabad.

HEC Overseas Scholarships 2022

We are here with great news, Applications are now open to apply for the HEC Overseas Scholarships 2022 . Higher Education Commission is now offering Pakistani citizens to get Fully Funded Scholarships overseas. The scholarships are offered to pursue Masters, Mphil & Ph.D . degree programs in different countries.

This is a very good opportunity for the students as they will be able to study in some of the best international universities in the world. In this scholarship program, candidates will participate in Research Projects related to their fields. We encourage all Male/Female candidates to apply for this Fully Funded HEC Scholarships 2022 .

Higher Education Commission will shortlist the best candidates for this program. The Ph.D. degree is available in some fields whereas MS/MPhil scholarship is available in Engineering Technology. The fields are selective; therefore everyone must thoroughly look through the fields available before application.

Interested candidates must go through the HEC Aptitude test before applying for this scholarship program. After the test candidates have to submit a registration Fee. The deadline date is 30 th May 2021. Everyone should apply for this program. The scholarship will be awarded from the spring of 2021 to the fall of 2022.

HEC Scholarship Eligibility Criteria:

• Applicant must be Pakistan/AJK national
• Applicants must have completed16 years of education.
• Applicants must have a minimum GPA of 3.0 out of 4.0 in their first division or semester division.
• Applicants must have one-second division throughout their prior education.
• Candidate must secure 70% marks in Aptitude test.
• Applicant must only be availing only this scholarship.

Introduction

The Indigenous PhD Scholarship program aims to cultivate a pool of highly qualified individuals across diverse fields in local universities. These scholars are expected to envision to enhance the research and development potential of both public and private institutions, thereby bolstering the local industrial sector. The program shall successfully instill a research culture in universities aligned with international norms, spanning disciplines such as Science & Technology, Social Sciences, Arts & Humanities, and Business & Management Sciences. This initiative will catalyze a significant transformation in the research landscape of universities of the Punjab. PHEC’s emphasis on indigenous scholarships stems from the belief that locally trained researchers, addressing national challenges, contribute directly growth and socio-economic development of Pakistan.

This program has been initiated with the overarching goal of providing our local students invaluable exposure opportunities, with a focus on enhancing the quality of their research through meaningful interactions with university faculties in their respective fields of study. Strategically designed, the program aims to achieve the following objectives:

• Enhance local scholars’ research caliber through exposure to international best practices in the universities of the Punjab.
• Foster advanced research skills and expertise among local PhD students.
• Encourage academic excellence with exposure to cutting-edge research and recent & advanced trends in Industry.
• Broaden horizons by exposing scholars to diverse international perspectives and approaches.
• Facilitate knowledge exchange and expand research networks on the slogan of, “think globally, act locally”.
• Hold domicile from any district of the Punjab.
• Hold an MS/ M.Phil. degree from foreign/local university with no 3rd division or grade D in entire academic career.
• Candidate applying for PhD scholarships must have minimum CGPA 3.0 (out of 4.0 in the semester system), CGPA 3.75 (out of 5) or first division (in the annual system) in MS/MPhil/Equivalent degree.
• Have NOC and approved study leave from parent department, if employed.
• Be Maximum 40 years of age (45 year age limit for female) on the closing date.
• Scholarship is meant only for three years, and during the continuance of PhD the awardee shall not do/ join any other job.
• The awardee shall seek admission in any public/private sector university of the Punjab within 9-months after award of scholarship letter.

Applicants not Eligible:

• The candidates who are already availing any other, HEC/Government Scholarship for PhD are not eligible to apply.
• The candidates who are already doing PhD.

Eligible students may apply using the PHEC online application form. Complete set of documents must include:

• A Cover Letter
• Submit a fully filled printed copy of the online application form. Ensure that the application form is complete in all respects. To apply online, (Click Here) .
• NOC and Study Leave from department/organization (if employed)
• Photocopy of CNIC
• Candidate CV/Resume
• Photocopy of domicile
• Matriculation transcript and Degree
• Intermediate transcript and Degree
• BA/BSc transcript and Degree
• BS/ Master transcript and Degree
• M.Phil. transcript and Degree
•  PhD research proposal.  

Application complete in all respects be submitted to PHEC. It should be properly bound (ring/spiral/other). All annexures to the application set are to be properly labelled (tagged). Apply online at PHEC website till January 28, 2024 and hard copy of application complete in all respects must reach at the address given below on or before January 31, 2024 till 05:00 PM through registered post only. Application submitted by hand will not be accepted. Application form, SOPs of the program and related details are available at PHEC website: www.punjabhec.gov.pk.

Following are the terms & conditions of the award of scholarship and the acceptance of the award is an acknowledgement of these obligations:

• Financial support letter from Industry stating a financial support of Rs. 10, 000/- per month for at least three years for Science category.
• Scholarship is meant for full-time PhD and during the continuance of PhD the awardee shall not do/ join any other job
• The awardee shall seek admission in any public/ private sector university of the Punjab by his/her own within 9-months after award of scholarship letter
• The selected candidate will be required to enter into a bond with PHEC for completion their PhD studies at their parent University.
• The selected candidate shall avail the scholarship from the date of issue of award letter or before any such date specified by PHEC; otherwise the award will be cancelled automatically without intimation.
• The Punjab Higher Education Commission would monitor the progress of the candidate.
• Any cost beyond the defined limit shall be paid by the scholar him/herself.
• The person availing the scholarship would be required to sign a legal documents including surety bond co-signed by a guarantor requiring him/her to serve in the university/institution/organization in Pakistan for a period of five (05) years.
• Every document i.e. Deed of Agreement and/or other documents must be properly notarized i.e. the document must be registered by the Notary public maintained by him as notary register and the signature  of the executant must be obtained on the register and the no. of the registration must be mentioned along with the notary public stamp. Agreement/undertaking format will be provided to the candidate upon the selection.
• Bi-annual reports will be required through supervisor/Director Advance Studies countersigned by Registrar. The awardee will be responsible to submit the progress reports regularly. Next installment of stipend will be given by the university/institute upon the satisfactory performance report.
• PHEC reserves the right to postpone or cancel the scholarship at any stage without assigning any reason.

PHEC will provide funds for 36 months as per follows:

• Rs. 50,000/- per month (all inclusive) for the Social Sciences, Arts & Humanities, Business & Management Sciences etc. and; 
• Rs. 100,000/- per month (all inclusive) for the Sciences & Technology

HEC Scholarship 2022 in the USA | US-PAK Corridor Scholarship

For the students, we have some exciting news. In 2022, the recipients of the HEC Scholarship 2022 in the USA will complete a PhD program in the United States. Wish to study in top universities of the world? Now you can apply for HEC overseas scholarship for the academic year 2022 (spring). HEC announced a fully-funded scholarship for Pakistani and Azad Jammu and Kashmir students to pursue higher education abroad. The scholarship is offered for MS, MPhil and PhD degree (master scholarship is only applicable for the field of Engineering). Applicants applying for PhD have a few choices, but students applying for MS and MPhil can only apply for the field of engineering.

Applicants must attempt HAT (higher education aptitude test) before applying for the scholarship. Applicants are required to pay the application fee to apply for the scholarship. The Higher Education Commission (HEC) has announced an international scholarship for Bachelor's, One-Tier Master's, Master's, and PhD studies, a tweet from the body said.

The HEC is inviting applications from Pakistan and Azad Jammu and Kashmir for the Stipendium Hungaricum Scholarship Programme (2022-23), launched by the Hungarian Government.

The types of scholarship

Stipendium Hungaricum scholarships are available for Pakistani students fulfilling the eligibility criteria in specified disciplines and other requirements of Hungarian universities under the following programmes:

• Bachelor's Degree (after 12 years education);
• One-Tier Master's Degree (after 12 years education);
• Master's Degree (after 16 years education); and
• PhD Degree (after 17/18 years education).

Eligibility criteria:

• Applicant must be a citizen of Pakistan/AJ&K.
• Must be between the age of 18-22 years for Undergraduate programs. The age limit should not exceed from 35 years for students applying for Masters degree programmes. In case of PhD programs, age limit should not exceed from 40 years (on last day of deadline).
• The applicant must have completed HSSC/Intermediate or equivalent for application in Bachelor's (Undergraduate Program) and One-Tier Master's degree i.e. DVM, DPharm etc.
• The applicant must have completed 16 years Bachelors/or equivalent Degree for application in Master's (Postgraduate Program).
• The applicant must have completed 18 years Degree/or equivalent for application in PhD Program.
• The applicant must fill all the fields of the Hungary application form and HEC application form and no column or field should be left unfilled.
• Certificates/Transcript/Degrees to be attached must be attested by the attesting authorities such as IBCC and HEC. Equivalence of O & A level from IBCC is mandatory.
• It is the sole responsibility of student(s) applying for any professional degree (Medical, Engineering, Nursing, Architecture, Law, Veterinary Medicine etc.) to first get confirmed its accreditation from the respective Councils i.e. Pakistan Medical Commission (PMC), Pakistan Engineering Council (PEC), Pakistan Nursing Council (PNC), Pakistan Council for Architects and Town Planners (PCATP), Pakistan Bar Council (PBC), Pakistan Veterinary Medical Council (PVMC), Pakistan Technology Council etc.
• IELTS/TOEFL scores as required, where applicable by Hungarian side.
• All applicants must submit medical certificate of satisfactory health condition (issued not earlier than 15 November 2021, a written certificate from a physician to prove that the applicant does not have the following illnesses: AIDS, Hepatitis A, B, C or any other epidemic conditions)
• In case of final selection, applicants will have to submit a bond on legal paper to HEC that he/she will not change discipline after final award of scholarship, and immediately after completion of his/her degree, he/she will return back to Pakistan to serve the country for a period as prescribed by the HEC. In case of failure to do so, HEC reserves the right to recover from candidate or his/her guarantor, a penalty amount as prescribed/decided by the HEC.
• Applicants must fulfill all other requirements set by host Hungarian university/Tempus Public Foundation/Higher Education Commission of Pakistan.
• In case of final selection, candidate has to submit a bond agreement.

The phd program prepares students for a career in research and higher education.

The HEC PhD program is a full-time program that prepares students for a career in research and academia. This requires in-depth knowledge of a particular field of management research, solid training in research methods, as well as hands-on experience in collecting and analyzing data, writing and presenting papers, academic networking and publishing research.

A two phase curriculum

The HEC Paris PhD Program is an integrated PhD Program structured in two phases:

• Research Master Phase
• Doctoral Studies Phase.

The first two years of the PhD program are aimed at providing students with a strong basis to conduct research at the highest level.

• Specialization in a Management Discipline 
• Research Seminars, Tutorial, Summer Paper, Research Thesis 
• Professional Development 

Foundation Courses address the fundamental principles of management research, while Specialization Courses offer state-of-the-art insight in a particular discipline. Methods Courses help students to develop the skills needed to produce research publishable in top academic journals. Under the guidance of their advisor, students build theory and design empirical studies culminating in a Summer Paper (end of Year 1) and Research Thesis (end of Year 2).

Professional Development Courses prepare students for an academic career by offering training in academic writing publishing in top academic journals, pedagogy, and career management. Note that students have the option to take French language courses throughout the PhD Program.

End of second year Students who validate all requirements of the Research Master phase obtain a Research Master Degree (Master en Sciences du Management) accredited by the French Ministry of Education  under European Standards equivalent to a total of 120 ECTS. Students are admitted to the Dissertation Phase.

During the doctoral studies phase, students work on their research paper-based dissertation and may take additional courses. They are encouraged to present their research projects at national and international academic conferences. Most students spend time as a visiting student at a top university or business school abroad to build an academic network, work with co-authors, and receive feedback on their research. 

After successfully defending their thesis, students are awarded the HEC Paris PhD Degree, which is a national recognized diploma (Doctorat ès-sciences de Gestion) affiliated to the IPP Doctoral School.

The HEC Paris PhD Program offers generous support to students to present their research output at academic conferences. Conference funding includes transportation, food and lodging, visa costs, and conference fees. On average, our students participate in two academic conferences annually.

HEC Paris Faculty have a strong network of co-authors who work at top business schools and leading research universities around the world. They call on this network to help PhD students receive invitations for research visits ranging from a few weeks to a full academic year. These visits present a great opportunity for students to get feedback on their dissertation papers, collaborate with renowned faculty, grow their academic network, and prepare the job market. The HEC Paris PhD Program supports students financially by offering an additional cost of living scholarship, return ticket and visa fees.

Important Notice for Fulbright Applicants

Good news for Fulbright applicants currently attending or teaching at HEC approved public universities in Pakistan! The cost of your GRE may be reimbursed by USEFP if you achieve a good score. When we receive your complete application along with your official GRE scores, you may request a reimbursement if you have achieved the combined score according to below criteria:

For applicants in engineering and science subjects: 300 For applicants in humanities and social science subjects: 290 If you think you qualify, attach your reimbursement request to your application. Requests will not be considered unless they are received along with the complete application. USEFP has the funds to approve up to 30 such reimbursements available for this cycle. Requests received early (with applications submitted before the deadline and score reports attached) have priority.

The Fulbright Master's and PhD Program funds graduate study in the United States. Funded by the United States Department of State, these grants cover tuition, required textbooks, airfare, a living stipend, and health insurance. USEFP also assists with the visa process.

For the Master's degree program, eligible candidates will have either a four-year Bachelor's degree or a Bachelor's and Master's combination totaling 16 years of formal education from an accredited university. Recent graduates are strongly encouraged to apply, except for MBA and Public Policy/Administration applicants, who require 2 years of work experience.

For the PhD degree program, eligible applicants will have a Master's, M.Phil or comparable degree (a minimum of 18 years of formal education) from an accredited university. It is highly desirable that candidates have work experience in teaching, research, or the public sector in Pakistan.

For both the Master's and PhD programs, all academic disciplines are eligible, except clinical medicine. The Graduate Record Examination (GRE General) is required for all applicants. Under the new scoring system, a minimum score of 145 is required on each section of the GRE examination, with a higher score on the section most applicable to your field of study.

Applicants must also possess a high level of fluency in spoken and written English. The Duolingo Test of English will be required from all the shortlisted candidates.

All successful candidates are required to sign a contract with USEFP and, for successful PhD candidates, a bond with the HEC that binds them to return to Pakistan immediately after their program in the U.S. and serve the country for the number of years equivalent to the length of their scholarship program. This contract is redeemable on a year-for-year basis minimum of two years; as long as a person fulfills the service requirement, he or she will pay nothing.

Applications are accepted each year in November and the deadline to submit application is around February. The application review and interview process continue until August and the results are announced in mid-September. After selection, the university submission and placement process continue until February and visa interviews take place until June. The departure to the U.S. commences in July and onwards, depending on the universities reporting dates.

Eligibility Criteria

• Pakistani citizens with strong academic histories, residing (throughout the process) in Pakistan and committed to returning and serving Pakistan are welcome to apply.
• All disciplines are eligible except clinical medicine. People in the fields of energy, water, agriculture, health, education, environment, and climate change disciplines are strongly encouraged to apply.
• Eligible Master's applicants will have a four-year Bachelor's degree or a Bachelor's and Master's combination (16 years of formal education) and PhD applicants will have Master's, M.Phil., or a comparable degree (18 years of formal education) from an accredited university.
• Applicants should be prepared to complete grants without accompanying dependents, if need be.

Ineligibility

• Persons with a dual U.S./Pakistan nationality or those having a spouse, parent, or child over 18 years of age who is a U.S. citizen or permanent resident.
• Employees/contractors of the Fulbright organization, the U.S. Department of State, or USAID and their spouses, children, siblings, dependents, and parents.
• People who have already availed one Fulbright award for any degree program.
• Persons already studying in the U.S. or on a work/residence/student visa in any country.

How to apply

A complete application package includes:

• An application form
• Three reference letters
• GRE score report
• Scanned transcripts, including an explanation of the grading scale of the university issuing the degree should be uploaded. Please note that HEC-attested documents are preferable with the application but degree and transcripts attested by the issuing authority will be acceptable at the time of application.

Incomplete applications will not be considered. An application with references and required supporting documents must be submitted online. Please note that paper applications will not be accepted.
